Comment: I have had the pleasure to have worked with Randy a number of times over the past several years. I worked with him as a certified marine surveyor and merchant marine engineer. Randy is a USCG Academy graduate and a retired USCG Commander. His knowledge of marine safety issues and the CFR46/33 in particular, goes unsurpassed in my opinion. Randy has personally assisted numerous surveyors and maritime attorneys with their queries as they relate to marine safety issues and the code of federal regulations.
